Julie M Winters

University of Maryland Baltimore County
Virginia Maryland College of Veterinary Medicine

Dr. Julie Winters grew up right here in Maryland. She received her BS degree in Biology from the University of Maryland Baltimore County in 2007 and her Doctor of Veterinary Medicine degree from Virginia Maryland College of Veterinary Medicine in 2012. Upon graduation, she started working in small animal medicine and became the lead veterinarian at her hospital three years later. Joining Highway Veterinary Hospital in May of 2021, Dr. Julie is excited to be part of a team that is so focused on strengthening the family-pet bond. She enjoys all aspects of small animal medicine but especially enjoys dentistry and preventive care. Pets have always been part of her family and she knows how important it is to keep them healthy for as long as possible by protecting them from preventable disease and detecting any illnesses early. She utilizes many fear-free strategies to keep the veterinary visit as low stress for pets as possible.

In her personal time, Dr. Julie enjoys water-skiing, running, cooking, and spending time with her husband and four children. They currently share their home with a German Shepherd, Hulk, a Golden Retriever, Emily, a Dachshund, Quill, and three cats, Evie, Jax, and Juniper.

Megan D Martorana, DVM
Veterinarian

Megan D Martorana

Eckerd College, University of South Florida
Colorado State University School of Veterinary Medicine

Dr. Megan Martorana moved to Annapolis in 2014, but is originally from Florida and Colorado. She received her undergraduate degree from Eckerd College in Marine Sciences, with a concentration in Geology, and a Master's Degree from the University of South Florida in Geochemistry. While completing her Master's Degree, she had two accident-prone dogs that introduced her to the field of veterinary medicine. It was then that Dr. Megan realized her passion for caring for animals and decided to change careers. In 2010, she graduated from the Colorado State University School of Veterinary Medicine.

One of Dr. Megan's favorite aspects of practicing veterinary medicine is the human-animal bond. She is very excited to be a member of Highway Veterinary Hospital where preserving this bond and providing excellent health care services for your pets is our highest priority. Other areas of interest for Dr. Megan include dentistry, soft tissue surgery, geriatric medicine and pain management. You will find Dr. Megan in the surgical and dental suites every Tuesday and Thursday taking care of all of our anesthetic procedures.

When not at work, Dr. Megan can be found gardening, boating or exploring downtown Annapolis with her husband, Charlie and their son, Francesco. They share their home with an Australian Shepherd, Daisy and two cats named McFly and Gemma.

Dr. Harrison Foy was born in Goldsboro, North Carolina. He served in the U.S. Army as Chief of Animal Disease and Prevention at Walter Reed Army Medical Facilities in Washington, DC for three years. While remaining in the Army Reserves for the next eight years, Dr. Harrison started two practices and continued in private practice for the next thirty years. Becoming restless after his initial retirement, Dr. Harrison re-joined the workforce as Chief of Staff for a large national corporate veterinary practice here in Bowie. Following his second retirement from veterinary medicine, he has most recently been practicing relief medicine for various practices in the Maryland area. James C Peterson, DVM
Veterinarian

James C Peterson

Virginia Polytechnic Institute and State University
Tuskegee University College of Veterinary Medicine

Dr. Jim Peterson grew up in Fairfax, Virginia. He received a BS in Biology from Virginia Tech. in 1976, a BS in Animal and Poultry Sciences from Tuskegee University in 1977 and his Doctor of Veterinary Medicine (DVM) degree from Tuskegee University in 1979. Dr. Jim assumed ownership of the Highway Veterinary Hospital in July 1981, after working with the previous owner for just 6 months.

Since then, he has completely transformed the animal hospital from the “little house in the woods” to the state of the art facility that you see today. Dr. Jim is credited with the hospital’s design and homey atmosphere that you experience at Highway today. He loves the challenge of a small construction project. In fact, it is not unusual to see him hammering, sanding or painting during a current renovation. Truth be told, the tranquil koi pond that greets clients upon their arrival was designed and built by him. Dr. Jim’s vision has always been to have the best animal hospital in the area, providing the highest quality compassionate veterinary care, with unsurpassed client communication services, in a comfortable and homey atmosphere, surrounded by a remarkably talented health care team, all the while continuously exceeding his clients’ expectations. He believes that he has accomplished all of this at Highway Veterinary Hospital. Dr. Jim’s areas of interest in veterinary medicine include preventive medicine, dental care and placing a strong focus on the client service aspect of the field. Dr. Jim can often be found ‘catching up’ with a client in the exam room, long after the medicine has been discussed.

In his personal time, Dr. Jim enjoys landscaping, koi keeping, kayaking and boating around the Annapolis waterways with his wife, Chris and their daughter, Alex. They currently share their home with a Pomachon named Belle, and two horses named Captain Crunch and Ginny.
