Dr. Harrison Foy was born in Goldsboro, North Carolina.

Dr. Foy received his BS degree in Animal Science from Tennessee State University and a dual BS degree in Agriculture, with a Doctor of Veterinary Medicine degree from Tuskegee University in 1975. He served in the U.S. Army as Chief of Animal Disease and Prevention at Walter Reed Army Medical Facilities in Washington, DC for three years. While remaining in the Army Reserves for the next eight years, Dr. Foy started two practices and continued in private practice for the next thirty years.

Becoming restless after his initial retirement, Dr. Foy re-joined the workforce as Chief of Staff for a large national corporate veterinary practice here in Bowie. Following his second retirement from veterinary medicine, he has most recently been practicing relief medicine for various practices in the Maryland area. Joining Highway Veterinary Hospital in June 2021, Dr. Foy brings a wealth of wisdom and knowledge as a long-time practitioner. He is a Certified Veterinary Chiropractitioner (CVCP) and believes in treating "pets like humans."

When not working, Dr. Foy enjoys traveling and spending time with his wife, San Yvette Williams-Foy, DVM, and their two children, Ndidi Foy-Feinberg, MD, and Mari-Ashli Foy, DVM. That's a lot of doctors in one family! His complete family includes Synnamin, the Dachshund.
